Description
The now value kind always advances, so a collector heartbeat can never go stale and its alert cannot be demonstrated. Let a now gauge hold its last value while a declared incident mode is active on its workload or service, then resume.

- #1 A now gauge holds its last tick value while the declared stall incident is active and resumes after
- #2 Default output unchanged
