Description
Upstream batch pipelines deliver requests in bursts at a fixed period, and scheduled consumers drain queues in a sawtooth. Add a periodic burst shape for counters and event-driven constructs, and a scheduled drain for queue consumers.
Acceptance Criteria
- #1 A counter or event-driven construct can arrive in bursts at a declared period and duty
- #2 A broker queue consumer can drain on a schedule, producing a sawtooth depth
Definition of Done
- #1 just check (fmt-check, lint, gen-check, env-check, docs-check, test, race, hygiene, ui-check, compose-check, helm-test, lab-check, signal-fidelity)
- #2 just gen (only if a blueprint field, construct/workload config struct, or a skill under plugins/synthkit/skills/ changed)
- #3 just dump — inventory diffed against signals/
