Description
Extend the existing cloudwatch_logs kind with exactly four positively observed subscription-delivery families in the P21 vendor projection, Lambda selector only. Values are explicitly authored independent synthetic one-minute observations, not a delivery simulator or captured numeric distributions.
Acceptance Criteria
- #1 Exactly DeliveryErrors, DeliveryThrottling, ForwardedLogEvents and ForwardedBytes observed literal bases emit RW-only five period gauges with explicit LogGroupName/FilterName and DestinationType Lambda, no tags/info/native/other selector profiles or service joins.
- #2 Require four explicit whole finite nonnegative observation totals including already-compressed bytes; each active-minute observation has sum/average/min/max=x and sample_count=1, no cross-family conservation or compression/rate guesses. Preserve bounded new-time accrual, earned carry, real pause/silent resume/no replay and consume attempted publications without retry.
- #3 Canonical source/authoring/skill/schema/public CLI tests agree, strict invalid/unsupported and zero-intake independent-observation cases prove intended red-green; combined independent review, public review and exact final check/race pass before landing.

Implementation Plan
Root admits a separate four-family extension after the prior batch landed. Existing log-group declaration gains explicit filter declarations with Lambda-only selector and four required observation totals. One authored observation per active synthetic minute, all four statistic values=x and sample_count=1; explicit zero is observed synthetic zero, not AWS idle fidelity. Shared real pause/fence and independent progress retain earned fractions/cap NEW progress at60s/no missing-window replay. No scaling/compression/conservation/event-outcome or cross-service inference. Existing intake when filters absent and all other consumer packages remain unchanged; no shipped blueprint rates. One serial owner handles package, typed strict config, source/guide/skill/schema and actual public tests, root owns combined review/final gates/landing.
