Description
Consume the reviewed typed engine and pure declarations through strict blueprint authoring, thin private codecs, historical plan adapters and a source-built standalone manual CLI. Same-UID local authority only; no emitter runtime admission, deployment/image/HA support, update/adopt/retry/reset or new environment credentials.
Acceptance Criteria
- #1 Strict lossless blueprint declarations and aliases map the complete selected declaration set to exact typed plans, preserving false/zero, arbitrary reviewed case JSON and all original recovery/history identities.
- #2 Built public command enforces phase-specific private inputs, exact v2/source binding, serial real-file/TLS lifecycle and attributable original-mode recovery with no retry or credential disclosure; process proofs are bounded and synchronize on actual handler observations.
- #3 Canonical schema and documentation describe the same source-built local-only surface; no CLI receipt or flag enables ordinary boot, live apply, restore, container or HA runtime admission.

Implementation Plan
Implement the already independently reviewed manual application proposal and reviewed v2-state consumption amendment. Source compatibility with delivered C and pure claims is confirmed. One serial code owner, additive request YAML tags/schema hunks only, generated/canonical reconciliation in root composition, combined independent review and final aggregate review/gate before publication.
Implementation Notes
Dependency reopened on hosted C race failure. Implementation lane was asked to stop at next safe boundary after joining any in-flight bounded local work and preserve partial files/logs. Pause delivery was queued, not yet proof the lane has stopped. No new application edits/tests should start after safe boundary. Source-only partial remains unaccepted; read-only C triage does not authorise another repair or relax deadlines.
Pause now confirmed by supervisor interrupt and completed metadata-only partial return. Unsafe intentional mutants were restored; no current bounded process remains. Partial source patch6d9025dffd317c5dabcd76b60e0c29be8f1f2352288e45daf241633e1eb2a248 and separate integration hunkeb4f6998001beddfe0a54cb660da0895466f319ae763ea5b7d2cb0a144432a87 preserved. No source acceptance or continuation approval follows from this snapshot.
Owner requested immediate loop closeout; work is parked and no continuation is authorised by background CI events. Preserve delivered source and partial work; resume only under an explicit new instruction, reconciling current Git, board, runtime and the recorded acceptance blockers. Engine hosted AMD64 race/e2e result remains pending at closeout; no full-estate completion or runtime/live activation claim.
