Create-only provisioning needs typed source-backed management boundaries for the remaining resource families, independently of filesystem custody or execution. Keep representability separate from lifecycle permission and preserve observed generated IDs and immutable suite checkpoints.
Acceptance Criteria
- #1 Fixed typed methods cover rule, collection, action and fresh suite checkpoint routes with bounded strict observations and correct parent, tenant and generated identities.
- #2 Backend-valid TLS fixtures prove explicit field clearing, supported suite read-back and publication; no unsupported deletion, generic path escape, silent mutation replay or partial inventory succeeds.
