Description
D-LBL12 (Rob, 2026-10-07): dev T2 refused ALL publication at 17/20 label stack-signals (85%) under the shared FAILURE_ABORT_RATIO 0.10. label_inventory gets a source-specific floor of 0.80; below it only labelling views are withheld (last-good kept) and the rest of T2 publishes. Every other source keeps 0.10. The source report must also pass its error list and log each unavailable signal with its reason class (no raw values).
Acceptance Criteria
- #1 label_inventory healthy at >= 0.80 stack-signal coverage; every other source floor unchanged at 0.10, proven by a fail-first test at 17/20 and 15/20
- #2 Below its floor, label_inventory is withheld from composition and owner envelope while every other T2 input publishes; a fail-first test shows the whole-T2 refusal before the fix
- #3 The failure log names unavailable signal counts by signal and reason class, error_count reflects real source errors; AGENTS.md and docs/traps.md record D-LBL12
