New labelling dashboard registered in DASHBOARDS, BUILDERS and PILLAR_OF: estate overview (worst severity, score with coverage, trend), per-stack scorecard, cross-signal consistency, per-signal rule tables, label register, not-evaluated and coverage panel. Banner states deterministic, bounded-sample data.
Acceptance Criteria
- #1 Dashboard coverage gates pass: every new view rendered and every new metric rendered or alerted
- #2 Score panels always show coverage and catalogue_version beside the score

Implementation Plan
