After the C4 witness: span-name distinct count with at_least semantics and ID-shape classes (T-25), plus override checks (T-26, T-31, T-33 to T-37) only if overrides proved readable. Bumps catalogue_version. Serial after E3.

- #2 Override rules stay route_parked and excluded from applicable weight if C4 parked that half
