Description
Loop12 implementation lanes stopped at omitted root-owned seams: capability_adoption lacks App and Adaptive Traces observations and Assistant org/Agent fields, while compose does not forward already gathered Adaptive Metrics/Logs inputs. Fresh robk positive controls establish exact existing usage-query routes and stack_id labels. Repair these shared seams without new metrics or permissions so bounded consumer subtasks can resume; DB per-stack attribution remains explicitly unobservable rather than inferred from an org billing gauge.
Acceptance Criteria
- #1 Existing capability_adoption T2 input gains separately available footprint observations with exact explicit windows, live-inventory joins, minimal scalar/count payloads and no new metric or provenance-age series
- #2 Source failures or empty observations remain unknown and do not invalidate unrelated legacy capability fields; DB per-stack footprint is explicitly unavailable
- #3 Public compose forwarding supports Adaptive inputs and Assistant footprint consumers without ownership conflict; red-first source/boundary tests, final just check, complete CodeRabbit and independent review prove the seam

Implementation Plan
Extend existing write-stack usage GET source with witnessed App/Adaptive Traces24h, Agent30d and org Assistant billing-period observations; use nested separately available footprint fields in existing T2 provenance. Add keyword-only consumer seams and forward Adaptive inputs; consumer subtasks implement rows only after this foundation lands. No public/caller permissions or metric changes.
