Make staff ownership exclusions part of an explicit consumer policy contract

Description

The loop6 reference audit found collector/pillars/maturity.py:83-92 reads GCINSIGHT_STAFF_LOGINS for vendor or partner ownership exclusions, but collector/identity.py:20-29 omits it from SCAN_ENV and immutable consumer projections. Operator docs now disclose that deployments cannot rely on this as a projected policy. The follow-up must decide and document whether exclusions are a supported immutable consumer policy or explicitly retired; the loop made neither product choice.

Implementation Plan

Loop7 frozen packets: bounded implementation or AC1 research; public-boundary proof, offline gate and CodeRabbit before landing, exact landed CI. Root security review/guard landing, research staff GET probe and conditional reserve decision, integrated review, stable release and dev-only rollout proof. Tracker remains root-owned.

Implementation Notes

Owner decision Rob 2026-10-01: retire GCINSIGHT_STAFF_LOGINS and STAFF_LOGINS. The @grafana.com domain exclusion remains the sole exclusion; no consumer policy projection is added.

Final Summary

Retired configurable staff-login exclusions; @grafana.com remains the sole exclusion and synthetic public ownership-directory proof confirms vendor owner attribution and staff exclusion. Replaced two obsolete tests because owner explicitly changed intended behavior. Landed ea481625a8c66df74de2b865a4bd54ef0326850d and containing b1ab9ef4e1cbabf222ff46f69437678514eaa975; CI 36872675362 all four required jobs successful. L-staff-a1 gate 1658 passed, 2 pre-existing skips (not passes), 7971 subtests; CodeRabbit complete zero findings, four files covered. Root final-diff and exact-SHA CI readback verified. No live tenant changes.
