Fleet CI cache hygiene: registry buildx cache in container-publish and per-repo cache fixes

Description

Fleet Actions cache audit 2026-09-26 (repo-settings alignment work). Every repo stays on the free 10 GB / 14-day cache; we do not pay for overage. The hot repos are full of waste, not need: about 81 GB of buildx layer cache written by this repo’s container-publish.yml across 15 repos, and about 46 GB of orphaned PR-branch caches.

Decisions taken by Rob:

Also in this repo:

Per-repo tasks (committed locally in each repo, unpushed at filing time):

Repos that need a fix but could not take a local task (handle from here or file when the checkout allows):

Deliberately NOT gated (stay on the base ruleset, no required check): m7kni/rkps-awsinfra, m7kni/portina-site, m7kni/agent-docs, m7kni/dmarc-reporties-docs.

Why aggregators matter: the aligner only applies the gated main ruleset (and allow_auto_merge) to a repo whose ci-success check has reported on the default branch. Gating on a check that never reports blocks every merge permanently.

Implementation Notes

2026-09-26: container-publish moved to a GHCR registry cache (b26de71, released v1.25.1). Verified on graph2otel run 36263716070: both platforms wrote buildcache-linux-{amd64,arm64} to GHCR, and the import miss on that first cold run is expected and non-fatal. Trivy cache off in container-publish and docker-security (DB from mirror.gcr.io); graph2otel Docker Security green. ghcr-cleanup now prunes only buildcache tags idle for 30 days. Other callers pick it up on their Renovate bump to v1.25.1+. AC #4 still open for three repos. Their tasks could not be filed safely: the checkouts are mid-work for other sessions, behind origin with staged or modified files, so a new ID would collide.
